The objectives of the consultation <\/strong>were <\/strong>to identify the obstacles to the development of circular economy<\/strong> and the measures that could be taken at the EU level. Apart from revising the legislation on waste management, <\/strong>it seems that the new strategy aims to offer solutions to act at every stages <\/strong>of the production and consumption processes. A good news for green organizations which were regretting the withdrawal of the circular economy package in December 2014.<\/p>\n

Solutions defended by PLS<\/h2>\n

As a defender of an integrated approach for public policies in Europe, POUR LA SOLIDARIT\u00c9 proposes to include circular economy principles throughout the phases of production and consumption. Therefore, in its answer to the consultation, PLS called on the Commission to:<\/p>\n

    \n
  • Reinforce EU legislation<\/strong> in favour of social enterprises<\/strong> and entrepreneurs, developping circular economy principles by redirecting investments toward prevention, recycling and reuse objectives;<\/li>\n<\/ul>\n
      \n
    • Set up incentives<\/strong> such as environmental clauses <\/strong>in public market; <\/li>\n<\/ul>\n
        \n
      • Develop<\/strong> indicators at EU level <\/strong>to measure the societal impacts<\/strong> of circular economy;<\/li>\n<\/ul>\n
          \n
        • Encourage<\/strong> social enterprises<\/strong>, which are pioneers in the development of circular economy and promote new management methods like<\/span> clusters <\/strong><\/span>of social innovations<\/strong>; <\/span><\/li>\n<\/ul>\n
            \n
          • Increase secondary raw materials markets<\/strong> by protecting them from price volatility on primary raw materials markets; <\/li>\n<\/ul>\n
              \n
            • Ensure the<\/strong> exchange of information<\/strong> along the production chain and guarantee reliable data<\/strong> on the quality of secondary raw materials; <\/li>\n<\/ul>\n
                \n
              • Increase cooperation <\/strong>with the retail industry to improve waste management;<\/li>\n<\/ul>\n
                  \n
                • Reinforce the<\/strong> access to information for consumers<\/strong> regarding production processes and the means to repair; <\/li>\n<\/ul>\n

                  • Support civic social innovations<\/strong> (repair caf\u00e9s, collective composts…).<\/li>\n<\/ul>\n

                    POUR LA SOLIDARIT\u00c9 - PLS replied to a European Commission's <\/span>public consultation on circular economy.
