This working paper focuses first on the evolution of the EU political system and more specifically its democratic dimension as well as European Parliament position in the communitarian architecture. In a second step, the reasons for the decreasing participation rate are analysed as well as the different proposals made by experts and MEPs to raise citizens’ interest and encourage their participation to the European project.
