The reception of LGBTQIA+ asylum seekers and refugees in Europe - policy paper

The work of the Rainbow Welcome! project is concluded with the publication of a policy paper for European and national authorities, but also for reception and accommodation centres. This policy paper provides an overview of the project, its achievements and conclusions, as well as recommendations to the various actors involved in the reception of LGBTQIA+ asylum seekers and refugees.

After two years of work, the European Rainbow Welcome! project is coming to an end. During this period, the five partners have worked together to better understand the specific needs of LGBTQIA+ asylum seekers and refugees in Europe, the international context and the European legal framework surrounding this issue. The partners have developed tools and keys to provide to workers in reception centres, shelters and LGBTQIA+ organisations in contact with these groups.

This policy paper presents the findings of the project. It describes the genesis of the project, the methodology used, the tools developed (study, awareness-raising campaign, interactive map, guide and training) and then the recommendations. Of these recommendations, some are directly addressed to European political authorities - such as the revision of the notion of safe countries for LGBTQIA+ asylum seekers or the monitoring of OSIGECS-related applications -; some are addressed to national authorities - such as the implementation of non-discrimination principles, training of contact officers and ensuring security and preventing violence -; and finally, some are directly addressed to reception centre authorities - such as improving the information available or respecting the first names and pronouns of beneficiaries.
